Jesse Helms met the Dalai Lama not too long after he arrived in Washington. He wrote, "how captivated he was by his warm and generous smile." Helms shortly realized that the Dalai Lama was a "wonderful and unique man." 

The Dalai Lama's biggest concern has always been the safety of the Tibetan people. During Helms Senate career, the Dalai Lama writes often thanking him for his hard work and support of the Tibetan people. He references concerns with China and the Clinton administration but never fails to commemorate Helms on his achievements in the Senate.
